CTLE Information
Registration - Effective 7/1/2016
Example 1: If a certificate holder’s birthday is in June, 2016, he or she is not required to register until June, 2017; the 5 year registration period would be until 05/30/2022.
Example 2: If the certificate holder’s birthday is in August, he or she would be required to register in August 2016; the 5 year registration period would be until 07/31/2021.
Newly Certified
Individuals that are issued their first Professional or Teaching Assistant Level III certification starting 7/1/2016 and thereafter with an appropriate certificate requiring registration, will be automatically registered for their initial 5 year registration period. The registration period will begin the first day of the month when the certification was issued until the end of the month prior to their birth month in the 5th year.
Example: If the certificate holder receives certification in July 2016 and has a birth date of 05/20, they will be automatically registered upon certification. Their registration will expire 5 years prior to their next birth month (04/30/2022).

Name/Address Change
A Certificate holder must update their address or submit a name change within 30 days of such change. Any certificate holder who fails to inform the Department of changes to their name and or address may be subject to moral character review.
Individuals Certified Prior to 1983
Please note, if you were certified prior to 1983, your certification information may not appear on the TEACH system. If you are unable to find your information in our Certificate Holder Lookup Page, it may need to be researched and entered into the system manually by OTI. Please see the instructions below of how to request your certification information be researched and entered into the TEACH system:
Logging PD hours
SCSD employees (professionally certified, Level III Teaching Assistants, School Administrator/Supervisor, School Building leader, School District leader, School District Administrator, School District Business Leader or School Business Administrator) are responsible for keeping and maintaining a record of CTLE hours. CTLE must be taken by a CTLE approved provider (school districts, BOCES, Universities and Colleges, Teaching Centers).
Acceptable Continuing Teacher and Leader Education (CTLE)
Acceptable CTLE must be taken from a sponsor approved by the Department.
Acceptable CTLE shall be study in the content area of any certificate title held by the individual or in pedagogy, and include any required study in language acquisition addressing the needs of English language learners as described in section 80-6.3 of Commissioner’s Regulations.
Acceptable CTLE must be conducted through activities designed to improve the teacher or leader’s pedagogical and/or leadership skills, targeted at improving student performance, including but not limited to formal CTLE activities. Such activities shall promote the professionalization of teaching and educational leadership, as applicable, and be closely aligned to district goals for student performance.
Continuing Teacher and Leader Education (CTLE) Recordkeeping Requirements
CTLE certificate holders shall maintain a record of completed CTLE, which shall include: the title of the program, the total number of hours completed, the number of hours completed in language acquisition addressing the need of English language learners, the sponsor's name and any identifying number, attendance verification, and the date and location of the program. Such records shall be retained for at least three years from the end of the registration period in which the CTLE was completed and shall be available for review by the Department upon request. Completion certificates are not to be submitted to the Office of Teaching Initiatives unless they are requested.

The CTLE hours continue to include targeted hours designed to address the needs of English language learners (ELLs). Professionally certified ESOL teachers and holders of the bilingual extension are required to complete a minimum of 50% of their CTLE hours in areas that specifically address the needs of ELLs. All other certificate holders required to complete CTLE hours must complete a minimum of 15% of their hours in areas that address the needs of ELLs. An exemption to the 15% requirements still exists for districts with less than 5% (or 30 enrolled) ELL students.
